You can tattoo over an abdominoplasty scar. You want to make sure the scar is completely healed. In addition, be sure your swelling has resolved. This can take at least 6 months.
Scar tissue behaves differently than normal skin. It has less blood flow and a denser collagen structure, so it can take ink less evenly and may not hold color as well over time. Scars also keep changing after they look closed, softening, flattening, or shifting shape for months, so tattooing too early can distort the design. Once things have settled, the scar becomes a more stable, predictable surface.
