The skin over the chest and breast tends to be thinner and more sensitive, so settings are usually adjusted accordingly, but there's nothing about that location that makes it off-limits for treatment. On the old myth that shaving or other hair removal methods make hair grow back thicker, darker, or faster: there's no scientific evidence for that. Hair regrowth pattern is determined by the follicle itself, not by how you remove the hair.
