Is it possible to achieve horizontally elongated eyes with a slight lift through Botox?

Botox and fillers are unable to change the eye shape in the way you are wanting. The horizontal shape and width of your eyes comes from where the eyelid tissue attaches to the bone at the inner and outer corners, not from muscle position. Botox only relaxes muscles, so it can soften squint lines or lift the brow slightly, but it cannot move those corner attachments. At best, you can achieve a brow lift with Botox, which may open the eyes a bit but won't elongate them. Results from brow relaxation typically show within a week and last three to four months. Consider consulting with a board-certified plastic surgeon or oculoplastic surgeon to address your concerns, since true elongation requires a surgical approach to the eyelid corners.
